泰國公布 800 億美元半導體策略 Thailand Unveils USD80 Billion Semiconductor Strategy

為滿足全球需求,泰國將把其優惠及基礎設施發展集中於三個關鍵技術領域:

  • 光電技術: 用於AI基礎設施、資料中心及高速光通訊。

  • 功率半導體: 用於電動車、能源儲存系統及智慧電網技術。

  • 感測器: 以泰國現有的微機電系統能力為基礎,應用於連網裝置、自動化、汽車、智慧裝置及醫療應用。

為支持這項發展藍圖的順利實施,泰國政府正提供一系列支持措施,包括:

  • 稅務及金融優惠: 透過 BOI 提供稅務優惠、補助及低利率融資。

  • 人力培育: 一項旨在於 2030 年前培育 86,600 人的培訓計畫,其中包括 84,900 名高技能人才以及約 1,700 名高階研究人員。該計畫將透過專門課程、產業實習及海外培訓,由大學、研究機構及產業合作夥伴共同參與。

  • 基礎設施及法規改善: 提供更好的再生能源取得管道、專用工業區、法規改善及企業便利措施,以及晶片設計相關設施。

隨著全球主要科技企業調整其供應鏈規劃,泰國正在強化其在東南亞電子及半導體供應鏈中的地位。從 2023 年至 2026 年上半年期間,BOI 共收到 879 件半導體及電子產業投資申請,總價值約達 9,090 億泰銖(約272 億美元)。

為突顯該策略的近期影響,英飛凌科技(Infineon Technologies)將於 2026 年 10 月 1 日在泰國北欖府開設其在泰國的第一座工廠。根據 BOI 的說明,該設施將生產及封裝用於電動車、能源儲存、潔淨能源及先進電子的先進功率模組。此外,Infineon 計畫設立一座研發中心,並與泰國教育機構共同制定聯合課程。  

 

On 24 September 2026, Thailand’s National Semiconductor and Advanced Electronics Policy Board, led by Mr. Ekniti Nitithanprapas, Deputy Prime Minister and Finance Minister, has officially approved the country’s first-ever National Semiconductor Strategy. Supported by Thailand’s Board of Investment (“BOI”), this roadmap sets clear targets to attract USD80 billion in cumulative investment and create over 230,000 high-skilled jobs by 2050, aiming for an integrated domestic chip ecosystem generating USD150 billion in annual revenue.

For electronics manufacturers, semiconductor firms, and supply chain partners, the strategy provides a clearer framework for investment and business expansion in Thailand. Thailand is gradually shifting from traditional semiconductor assembly and testing toward higher-value manufacturing and chip design. The roadmap will be implemented in three main phases:

  • By 2030 (Building the Foundation): Strengthen existing assembly and testing operations, expand advanced packaging capacity, and prepare for future wafer manufacturing.

  • By 2040 (Expanding Upstream Capabilities): Attract major investors in chip design, wafer manufacturing, and advanced technology research and development.

  • By 2050 (Building a Complete Ecosystem): Develop a complete and reliable domestic supply chain under the “Made in Thailand” chip framework.

To meet global demand, Thailand will focus its incentives and infrastructure development on three key technology areas:

  • Photonics: For AI infrastructure, data centers, and high-speed optical communications.

  • Power Semiconductors: For electric vehicles, energy storage systems, and smart grid technology.

  • Sensors: Building on Thailand’s existing Micro-Electro-Mechanical Systems capabilities for connected devices, automation, automotive, smart devices and medical applications.

To support the successful implementation of this roadmap, the Thai government is providing a range of support measures, including:

  • Tax & Financial Incentives: Tax incentives, grants, and low-interest financing provided through the BOI.

  • Workforce Development: A training program that aims to develop 86,600 people by 2030, including 84,900 highly skilled personnel and about 1,700 advanced researchers. The program will involve universities, research institutes, and industry partners through specialized curricula, industry placements, and overseas training.

  • Infrastructure & Regulatory Improvements: Better access to renewable energy, dedicated industrial zones, regulatory improvements and business facilitation, and facilities for chip design.

As major global technology companies change their supply chain plans, Thailand is strengthening its position in Southeast Asia's electronics and semiconductor supply chain. From 2023 through the first half of 2026, the BOI received 879 investment applications for semiconductor and electronics projects, with a total value of approximately THB 909 billion (USD 27.2 billion).

Highlighting the strategy’s near-term impact, Infineon Technologies is set to open its first factory in Thailand in Samut Prakan on 1 October 2026. According to the BOI, the facility will produce and package advanced power modules for electric vehicles, energy storage, clean energy, and advanced electronics. Furthermore, Infineon plans to establish an R&D center and develop joint curricula with Thai educational institutions.
